If your business vehicles regularly cross state lines, your commercial auto policy must cover operations in every state where your vehicles travel. Each state has different minimum liability requirements, no-fault rules, and regulatory requirements. A policy written only for New York may not provide adequate or compliant coverage when your trucks are operating in New Jersey, Connecticut, or Pennsylvania.

How Multi-State Coverage Works

Your commercial auto policy includes a coverage territory section that defines where your vehicles are covered. Standard policies cover all 50 states plus DC and US territories. However, the key issue is not territory but compliance: your policy must meet the minimum requirements of every state where your vehicles operate.

Most carriers handle this automatically through an "other states" endorsement that adjusts your coverage to meet each state's requirements when your vehicles are operating there. Make sure this endorsement is on your policy if your vehicles cross state lines.

DOT and FMCSA Requirements

If your vehicles cross state lines for commercial purposes and are over 10,001 lbs GVWR (or transport hazardous materials at any weight), you need:

  • USDOT Number: Federal identification for your carrier operation
  • MC Number: Required for for-hire carriers transporting goods or passengers across state lines
  • MCS-90 Endorsement: Required for for-hire motor carriers, guaranteeing the insurer will pay claims up to the minimum required limits even if the policy terms would otherwise exclude coverage
  • BOC-3 Filing: Designation of process agents in each state where you operate
